Wang Chin Seng, the 'referral agent' named in two cases, out on $30k police bail

THE alleged middleman named in the recent controversy involving Singapore's first illegal transplant cases has been arrested by the police.
Wang Chin Seng, 44, spent the whole of yesterday at the Criminal Investigation Department in the Police Cantonment Complex giving a police statement.
It was his second police interview.
He was released from the police station at about 6pm. His wife, who runs a music school, posted police bail of $30,000 for his release.
His passport has been impounded by the police since three weeks ago and his bank accounts have also been frozen, his lawyer Shashi Nathan from Harry Elias Partnership told The Straits Times last night.
Wang, a father of two, is said to be a former musician who travelled abroad for concerts but has been making a living as a hospital 'facilitator'.
He sources for overseas patients who want to consult doctors here and gets a cut from the doctors for his recommendations.
He was named in court documents as the middleman in recent cases involving an Indonesian man who sold his kidney and another who almost sold his.
According to court papers, Wang was engaged by retail company CK Tang's chairman Tang Wee Sung to source for a donor who was willing to sell his kidney to him.
He is also said to have helped arrange the sale of another Indonesian man's kidney to an Indonesian woman, Ms Juliana Soh, in March.
The documents refer to Wang as a 'referral agent'.
The Human Organ Transplant Act bans the sale of human organs and anyone who aids in setting up such a transaction can be jailed up to a year.
Making a false statutory declaration or abetting one is punishable by a maximum jail term of three years.
The kidneys-for-sale cases have sparked nationwide debate on whether the organ trade should be made legal.
Singapore changed its laws in 2004 to allow organ transplants from living donors, with the caveat that no money changed hands and that the agreement was not made under fraud or duress.
Health Minister Khaw Boon Wan has said that there would be no possibility of legalising organ trading any time soon, as it 'exploits the poor and the disadvantaged and is morally wrong'.

CK Tang's chairman Tang Wee Sung, 55, was charged in court on Thursday afternoon with trying to buy a kidney from a living donor, for which he was willing to pay $300,000 to a middleman to procure it.
Tang faces three counts - two under the Human Organ Transplant Act which bans the sale of human organs, and another for making a false declaration.
He is said to have arranged with Wang Chin Sing, Whang Sung Lin and other persons to get a kidney from a living donor, Indonesian Sulaiman Damanik, 26, between April and June 19.
The charge states that he agreed to pay $300,000 to Wang for 'the supply' of the kidney from Mr Sulaiman in June.
The second charge accuses him of lying to the Commissioner for Oaths that he did not pay any money to procure the organ and that he was related to Mr Sulaiman.
On the third charge, he is said to have also lied in his application to the transplant ethics committee.
Sung, in blue shirt, dark tie and pants, was to have been charged on Thursday morning at the same time as Wang, 43, but he did not show up because he had to go to Gleneagles Hospital.
He turned up in court 20 minutes earlier in the afternoon to face the charges, accompanied by his nurse, and a number of family members and friends, looking calm.
The court granted him bail of $15,000 and fixed a pre-trial conference on July 21.
Earlier on Thursday morning, Wang, said to be the middleman in the kidney-for-sale arrangement, was charged with 10 counts for his involvement in procuring kidneys for recipients - Tang and Juliana Soh - from two living donors.
Sulaiman, 26, was to have received about 150 million rupiah (about S$23,700) for supplying his organ to Tang. He was dealt with last week together with another Indonesian and was released last Saturday after serving his three-week jail term.

The first was for entering into an arrangement to buy a kidney from Sulaiman Damanik, an Indonesian.
Tang was alleged to have paid his runner, Wang Chin Sing, S$300,000 for being the middleman, but the deed was discovered before the transplant could take place.
The other two charges against Tang are for making a false declaration to the Commissioner of Oaths and for lying to the Mount Elizabeth Hospital’s ethics committee in his oral statement.
Tang is out on a S$15,000 bail. If convicted of all three charges, he could be fined up to S$10,000 or jailed up to three years.
26—year—old Sulaiman had served three weeks in jail, including an additional week for failing to pay a S$1,000 fine. He was released last Saturday.
Another Indonesian, Toni, who had successfully sold his kidney to an Indonesian woman, Juliana Soh, is now serving a jail term of three—and—a—half months. He was fined S$2,000.
Toni received about S$29,390 from Soh for his kidney.
Wang, who was alleged to have facilitated the kidney—for—sale transaction, was slapped with ten charges in court on Thursday. Six of them were related to Tang’s case.
The 44—year—old Malaysian was said to have instigated Tang and Sulaiman to make false statutory declarations that no financial gains were involved and that Tang and Sulaiman were related.
He was also alleged to have instigated them to lie to the ethics committee.
The remaining four charges involved Wang receiving S$8,000 for the sale of Toni’s kidney to Soh. Wang was alleged to have instigated similar false declarations to the Commissionner of Oaths and the ethics committee in this transaction.
Both cases will be heard again on July 21.
It is understood that more people could be implicated in the illegal deal. In fact, court documents have named another person, Whang Sung Lin, as being involved in making the arrangements to sell the kidney to Tang.
Separately, the CK Tang board has written to the Singapore Exchange to say that the matter is not expected to have any material impact on its business operations. |

Having renal (kidney) failure means you are not able to pee anymore. You spend 4 hours dialysis 3x a week, and a few more hours lying in bed to recuperate after dialysis, not to mention the cost for each dialysis. In between dialysis, the pee stay inside you and slowly poison you until you feel weak and will only get better with the next dialysis. You cannot eat almost anything because you cannot pee. You cannot have a vacation for more than a day because if you miss your dialysis, you die. Any food can be poison if you take too much (example, eating banana is bad). So I think jail is just an insult and not much of a punishment.
On the other hand, imagine he is your dad and you have this opportunity. Your choice is to break the law and give your dad a second chance or stick with the law and watch you dad suffer for, say 5 years, until he pass away with the false hope that someday he might have a kidney donor, and also watch your mom suffer emotional trauma day after day and all your savings spent on medical bills?. What will you do? |
