The Tokyo Metropolitan Government has decided to introduce new penalties for teachers who bully students, and sack them if their actions are deemed serious, it has been learned.

The number of suicides caused by bullying has increased across Japan, and the Metropolitan Government's move is aimed at preventing teachers from harming children through their words or behavior, and stopping bullying from becoming serious.

It is unusual in Japan for teachers to be punished specifically for bullying.

The education bureau of the Tokyo Metropolitan Government said that punishment would be divided into four stages -- warnings, pay cuts, suspensions and dismissal -- depending on whether the bullying or distress the student suffered was habitual and how malicious the bullying was.

Educators that are not sacked will be required to undergo bullying prevention training.

In an incident in 1985 a second-year junior high school boy committed suicide over a "funeral game" at a school in Tokyo's Nakano-ku. A teacher who participated in the bullying was later forced to resign.

At the time the Tokyo Metropolitan Government punished the teacher for "inappropriate behavior." Up until now, there were no specific provisions for bullying as a separate category. (Mainichi)
