well this tall big man is probably mentally unsound, as what most says in this thread...
but is the punishment suitable for such mentally unsound cases?
since he is mentally unsound, punishing him wont seem to make him learn, since you're only torturing him physically. like spanking a kid who doesnt know that stealing is wrong.
think should give him counselling... to let him realise his mistake.
then castrate him, to prevent him from committing the mistake again...
THEN, feed him with carrot cake prepared with the cut-off piece of him, to bring justice to the victims...

if he's really mentally unsound, then i doubt he will be able to restrain himself from committing the same mistake. so only by removing the root will we be able to completely stop him...
by the way, i am not serious in the castrate and feeding part... just suggested that for fun... our society would be metnally unsound if such punishment is really inflicted on someone...
