there are lots of shops selling lolita clothes now..
u can try bugis village.. i know of at least 2 shops there which sell lolita stuff..
icon @ bugis has a lolita shop too.. managed by an auntie who likes to dress up in gothic style.. there is another shop in the same shopping centre which sells unique clothes from japan (not necessary lolita but the clothes are quite nice)
jurong point's PinkQ sells some gothic lolita clothes.. just a few though..
i believe there are plenty in far east selling these clothes as well..
so in conclusion, ALOT of shops in singapore are selling .. 
if u dun mind the distance, u can go to City Square @ Malaysia.. it's lolita clothes paradise there~ the prices are similar so don't 'dream' about saving money.. lol

dhoby xchange at dhoby ghaut mrt has a goth-loli clothes shop... $100 plus per clothes though...
