This is what you have to do.
Make a photoshop new image 800 x 600 (browser friendly)
and make whatever you feel like doing on that image
draw out
paste out
use existing brushes or outlines or whatever
make an image of what you want
once you are done,
then slower break them apart
and implement into design.
Don't be afraid of limitation. Just use photoshop make a layout.
deviantart , webpage section , has inspiration. No ripping!
But getting ideas, concepts. Concepts were never original.

As of January 2008, only 8% of web users are still using 800 x 600 resolution and 6% is unknown.
But you might want to rely on your own visitor statistics.
As for design, I start out on dreamweaver 1st.
