I wouldn't just talk to any strangers, if we have not been properly introduced.
However, I might approach a guy whom I've never spoken to before, if he happens to have something in common with me... like maybe a club membership or a friend's party or the likes.
And no.. the bashful approach doesn't click well with me... I'd get very irritated if a strange guy comes up to me and gets tongue-tied and fumbles about. I wouldn't ask you properly what's wrong.. I'd either ignore or snap, "WTF are u trying to do?!"
