please state how ur eyeliner smerge...
upper or lower part all this and also state ur skin type...
also if my tip doesnt help, u can try bringing a cotton bud with u, remove the smerged part with it + water/no water. then use ur foundation cover over it.

eyeshadow.. it will make ur eye shadow
