Take a real example (Books that I ordered from Amazon.com):

Dimension: 32.0 X 24.0 X 6.0 cm
Actual Weight: 1.1 kg
Volumetric Weight: 0.8 kg

Since actual weight is larger than volumetric weight, VPOST will take the actual weight to calculate the shipping cost.

If the package of American Eagle Spree turn out to be actual weight larger than volumetric weight, then all spree-ers have to pay according to the weight, means if you buy 1kg items, then you pay for 1kg price which is S$9.16 + the based charge (shared by all spree-ers).

If the package of American Eagle Spree turn out to be volumetric weight larger than actual weight, then all spree-ers have to share the total shipping cost because it is very difficult to calculate the volume of the items...
