A former primary school headmaster was yesterday jailed for 12 weeks and fined HK$3,000 for molesting and making unwelcome advances to four teachers over a six-year period.
So Yau-hang, the 53-year-old former headmaster of the Oi Tong Tin Ka Ping Primary School in Tseung Kwan O, was tried on 13 counts of indecent assault.

Magistrate Gary Lam Kar-yan found him guilty of 10 counts involving teachers identified as A, C and D, and sentenced him to four weeks, two weeks and six weeks respectively, the terms to run consecutively.

So was accused of touching or rubbing their thighs and bottoms, pulling bra straps and embracing.


Lam said the other three counts, which involved touching teachers B and C on the shoulder or waist were not indecent in the legal sense but could be considered common assaults. For these he fined So HK$1,000 on each count.

So, who is married, fought back tears as the verdict and sentence were announced. He was later granted a cash bail of HK$20,000 pending his appeal to the High Court. He was also ordered to report daily to a police station. In sentencing, the magistrate said he acknowledged So's contribution to the fame the school enjoyed, but as he had abused the trust and the respect of the teachers he deserved a custodial sentence.

"You should have set a good example but instead you ruined your reputation, your family and the trust of your friends and students for momentary lust," Lam said.

He said he could not accept the defense's contention the four teachers had fabricated their allegations because they were involved in an investigation of cheating.

Lam said he also could not accept So had offered to resign on January 31 just because someone had lodged an assault complaint against him.

"As a learned man he'd rather die than be humiliated. As a headmaster who claimed to be severe, he should not be deterred when his integrity is at stake," said Lam
