Default Firms can take steps to limit impact of terror attacks: security experts

SINGAPORE : With higher economic disruption and higher human casualties often cited as an aim of terror strikes, commercial and civilian establishments are therefore the most attractive targets for terrorists.

But at a conference on Tuesday, experts said steps could be taken to limit the social and economic impact of such attacks.

They noted that bombs have gone off in Madrid, London, Bali and Jakarta.

The painful lesson that can be drawn from these events is: preparedness pays.

The conference was organised by the National Security Coordinating Secretariat (NSCS) and the Singapore Manufacturers' Federation.

Created in 2004 to counter terrorism, the NSCS, among other things, helps businesses to prevent, pre-empt and react strategically to terror strikes.

So at its second annual National Security Conference, some 500 academics, police officers and industry professionals discussed ways to increase the resilience of the business sector in the Republic.

One idea that emerged is to provide certification for senior level managers to oversee security issues.

S Iswaran, Minister of State - Trade and Industry, said: "Now that's a good point. The question then is whether the industry as a group, or in particular vertical segments, is keen on this kind of initiative. And if so, between these agencies, industry associations, the companies involved and government agencies that are relevant, we can work out the scheme to do that."

The more urgent message, however, is to be prepared for any contingency based on past events or predicted ones.

Such preparedness is a competitive advantage.

Mr S Iswaran said: "If I'm able to demonstrate as a company that I've taken reasonably secure measures to protect my operations, to protect my supply chain and so on, when I deal with my customers and they see this, they will have greater confidence in giving me more business. That's the advantage."

Moving forward, the event hopes to encourage both proactive and reactive responses to disasters. - CNA/ch
