The 37-year-old part-time florist and contractor had paid a friend a visit and was bitten in the private parts when a dog dashed out of the house.
Mr Goh needed 10 stitches on his scrotum after the incident, which took place in October, Sin Chew Daily reported.
Mr Goh was on his way to deliver flowers to the friend, who lives in Taman Bekerly in Klang, Malaysia, on 2 Oct, reported The Star.
He arrived at 10.20pm with his sister and two sons, aged 3 and 6.
Mr Goh said he could hear the dog barking even as he walked to his friend's house.
His friend, who was not identified, has a 60-year-old female tenant who keeps a mongrel.
At first, Mr Goh's friend tried to keep the dog inside the house by only opening the door a little.
But the mongrel managed to get out and pounced on Mr Goh.
Mr Goh recalled: 'I tried my best to kick the dog away. But the dog had already bitten me and I was bleeding profusely.'
His sister rushed him to the nearest clinic where he was given several injections and stitches. The medical bill came up to RM300 ($130).
Mr Goh said his friend tried to ask the tenant to help, but she allegedly ignored him.
Mr Goh said: 'We tried to reason with her, but she said the dog bit me as I had provoked it.'
Luckily, his sister and his sons stayed in the car during the attack and were not harmed, Mr Goh told a press conference on Tuesday.
He showed reporters two holes in the jeans he was wearing when the dog sank its teeth into his crotch.
Said Mr Goh: 'It was the scariest and most painful experience of my life.'
He added that the dog had previously bitten his friend's sister .
Mr Goh has lodged a police report and plans to take legal action against the dog's owner.
