Default Administrative Service must continue to attract the best talent: Peter Ho

Singapore's Administrative Service, the cream of the Civil Service, must continue to draw in the best talent to enlarge and refresh its pool from both outside and from within the public sector, said Head of the Civil Service, Peter Ho, on Thursday.

This is to ensure there is a pipeline of public service leaders.

Speaking at the Administrative Service dinner graced by Prime Minister Lee Hsien Loong, Mr Ho noted that among the recent mid-career entrants into the service are officers from the legal service as well as the Infocomm Development Authority and the Economic Development Board.

He explained that as Singapore's external environment became more competitive and complex, several ministries have seen their workload grow enormously.

Some ministries need two permanent secretaries.

Mr Ho said the civil service has to ensure that its reward and recognition system keeps pace with the increased job responsibilities.

So it will be reviewing the job grades of permanent secretaries and adjusting those whose functions have increased in recent years.

He stressed that in the fast changing world, Singapore needs administrative officers who think ahead and are strong leaders who are able to look at issues, not just from the perspective of their agencies, but also that of the government. - CNA/ch
