There was once I came across a PRC in the Airplane he knew i am from Singapore and he told me they PRC speak very good english only they want or don't want...
Therefore I spoke english with the air steward and the PRC heard and he too spoke to the air steward in "English" and the air steward ask him "Excuse me Sir what are you talking about?"

I agree tat most PRCs do not speak gd eng even after spending years in sg, but tats a matter of whether they want to. When i was studying in NIE, many future chinese teachers who were frm PRC had to take an eng communications course (in fact we all did lol). Although they are weak in certain aspects of e language, PRCs are actually veri gd in phonetics i.e. they can read phonetics and enunciate veri well (often better than us sg ppl). Of course, this is only possible if they WANTED to learn e eng language, so its more a problem of whether they want it enuff to put effort into learning it
