I don't get what you mean by "it's common especially in government sector". It's not like the government told you to stay at some place...

I would disagree with this article's subject. She should have taken the job. Pay rise is pay rise. It gives her a step up in her perceptional value. Pay rise is not just about the money that you will get.

In that sense secretarial job might be the only or best job that suits her. She failed to see further.
