i have experienced it personally.
My test date and time was during peak hour at around 4.30pm and it was raining. As you may probably know, the road leading to eunos PIE is usually congested during peak hours. Therefore, at some distance before I can get close to join the jam, the tester already ask me to go another route which I have never done before during my practice lessons and the route is much shorter and I managed to pass the test!
