HE did it in broad daylight, out in the open and in front of a child.

A woman in her 20s was molested at a playground yesterday afternoon.

It is not known if the child is related to the victim.

The incident took place at around 5.50pm yesterday at a playground in the central part of Singapore.

Police spokesman Mohd Razif said the police are investigating.

He told The New Paper that the culprit fled on a bicycle.

The playground where the molest took place was a popular spot with kids after school.

About two hours after the alarm was raised, the commotion had not died down.

A security officer, who gave her name only as Mrs Singh, was on her way to the supermarket when a crowd at the playground caught her eye.

When she went forward to take a peek, the sight shocked her - police officers were dusting for fingerprints at the playground.

Curious, she asked around and was shocked when she heard that someone had been molested.

Mrs Singh, who is in her 40s, told The New Paper: 'This is a very peaceful and quiet neighbourhood.

'I can't believe that a molest took place just metres from where I live.'

About one out of four outrage of modesty cases last year took place at common areas of HDB blocks - such as a lift or lift landing, void deck, staircase or staircase landing.

There were 1,280 outrage of modesty cases last year, 28 fewer than the 1,308 in 2005.

Cases involving contacts via Internet and telephone chat lines dropped from 14 to 12 cases last year.

Among the list of preventive measures issued by the National Crime Prevention Council are the following:

# When coming home late at night, ask a family member to wait at the bus stop, carpark or lift landing to escort you home.

# Remain alert - do not nap while travelling.

# Never take short cuts through dark, deserted places. Keep to well-lit areas where there are people and traffic.

# Don't jog in secluded areas.

# Always be alert and attentive to the surroundings. If you suspect that you are being followed, remain calm and proceed to the nearest open business premises or crowded area, or call the police to seek help.

# If your assailant is armed, do not try to resist as this might provoke the assailant further. Be calm and try to remember any distinct features of the culprit.

A person convicted of molest can be jailed up to two years and caned.
