if the owner was irresponsible, why would he bother to go to great lengths to ensure the dog's welfare and safety after being adopted by another person? hes not selling the dog for money or anything, $0 adoption fee. maybe because he feels that the environment the dog is currently situated in is not good / harmful to it, so he wants someone with better conditions to adopt it?
